Transportation Transportation Policy & Planning
We provide comprehensive technical services such as conception, research, analysis, and planning to build vibrant cities and transportation networks that are safe and comfortable and where people, goods, and information actively move back and forth.
Traffic planning covers technical fields related to traffic measures, including traffic volume surveys and estimates, urban traffic management (traffic safety and facilitation measures), ITS utilization planning, public transportation planning, automated driving demonstration experiments, big data analysis of human flow and logistics data, and MaaS.
Urban Planning and Development covers such technical fields as national, prefectural, and municipal concepts, wide-area planning and master plans, recovery and reconstruction planning and support, smart city concepts and planning, smart industrial park planning and design, urban redevelopment planning and design, TOD policy formulation, tourism planning, walkable planning, architectural design and construction management in overseas locations.
Engineering Services
Using the results obtained from future traffic volume estimation as the basis for traffic planning, analysis of actual road traffic conditions using various types of probe data, and traffic analysis using micro-simulation, we provide various technical services related to traffic planning, such as forecasting the effects of road maintenance by forming specific routes and networks, evaluation of new projects when they are adopted, reevaluation, and study of post-evaluation after completion, urban traffic management (measures against congestion, traffic facilitation, etc.).
For traffic accident countermeasures, matching data and accident maps (location of occurrence, number of accidents (by year, type of accident, day/night, etc.), road traffic census, etc.) are organized to identify accident factors and countermeasure proposals, and on-site surveys are conducted to confirm road, roadside, and traffic conditions. We also conduct on-site surveys to confirm road, roadside, and traffic conditions. From the viewpoints of local residents, we also reflect residents' opinions through near-miss questionnaires, etc., and coordinate with the Public Safety Commission and road administrators to formulate comprehensive measures for daily life roads through coordination meetings.
In addition to traffic capacity calculations based on traffic surveys (traffic volume, congestion, travel speed), we also conduct micro-simulations to evaluate the effects of improvements and their impacts, and plan countermeasures such as intersection improvement plans to eliminate congestion.
We provide services that integrate people and transportation by effectively utilizing ICT to solve transportation and regional issues by collecting and providing road information, studying next-generation on-board equipment, etc., and building databases and designing, developing, and operating systems to promote the use of public transportation and to revitalize regional tourism. To revitalize social activities in the region, we provide services for the study of ICT-based measures and system design, development, and operation to address road traffic issues (traffic congestion, environmental degradation, accidents, disasters, etc.) and regional planning issues.
Automated driving technology has the potential to reduce traffic accidents, ease traffic congestion, and provide assistance in addressing the shortage of bus drivers. In order to establish this technology, we are working on preparation, operation, effectiveness verification, and commercialization support for demonstration tests of automated driving mobile services. We continue to support demonstration tests in different locations and for different purposes, such as urban and mountainous areas, transportation for tourists, and transportation for the elderly in the community, and are examining the applicability of the technology in various scenarios.
We will solve public transportation issues in the region and develop plans to improve the convenience of public transportation through collaboration among related parties, with the region taking the initiative. Specifically, to promote public transportation projects, improve business efficiency and management stability of operators, increase the number of public transportation users, switch from automobile transportation to public transportation, and revitalize tourism by utilizing public transportation, we will design, develop, and operate databases to maintain and update public transportation data, mainly rail, bus, and ship data, as well as systems to input and update data. We also support the design, development, and operation of systems.
We support the formulation of "Regional Plans," which are formulated by the national government and prefectures in cooperation and collaboration with each other for each regional block that straddles multiple prefectures in accordance with the National Spatial Planning Act, as well as the formulation of location optimization plans to realize compact cities in response to a declining population in order to rebuild sustainable urban structures in accordance with the Act on Special Measures for Urban Revitalization. We also provide support for the formulation of location-appropriate plans to realize compact cities in a society with a declining population. We also provide support for the formulation of municipal comprehensive plans and urban planning master plans, which have been planned and drafted in the past.
We support various types of community development plans such as station area development (including TOD), parks and green spaces, residential, industrial, and distribution complexes, and tourist area development in Japan and abroad. In formulating urban development plans, we strive to discover multifaceted values based on marketing theory, and aim to express latent regional characteristics. We also support community development by proposing applicable packages of measures and evaluation tools from a low-carbon perspective.
We will support the construction of smart cities (both in Japan and overseas) that incorporate AI, IoT, and other technologies into city planning to improve the quality of life of citizens and the efficiency of urban activities. In addition, we will support the formulation of plans for "Walkable City Planning," which aims to improve the attractiveness of cities by promoting public-private partnerships to expand and improve the quality of public space based on the Law on Special Measures for Urban Revitalization.
We conduct surveys, design, bidding support, and construction supervision for the construction of airports, railroads, buildings associated with roads, schools, hospitals, sports facilities, and other facilities overseas, mainly for ODA projects. We also provide regional planning and architectural design for the development of new cities and the restoration and reconstruction of existing cities.
